第八届新加坡海事人力资源大会

On 16 July 2015, a large turnout ofinternational maritime and shipping delegates comprising tripartite partners,shipping companies’ representatives and academicians were present for The 8thMaritime Manpower Singapore 2015 held at the Raffles Convention Centre inSingapore.

2015716日,第八届新加坡海事人力资源大会(Maritime Manpower Singapore,简称MMS) 在新加坡莱佛士酒店会议中心举行,来自全球各地的众多行业代表们出席了此次会议,其中包括政府部门、船员工会、船东代表和学术专家等。


This biennial seminar was opened by Mr ChanChun Sing,  Minister in the PrimeMinister’s Office (Singapore) and Secretary General of the Singapore’s NationalTrade Union Congress (NTUC).  A slew ofinteresting shipping initiatives will be undertaken by the Maritime and PortAuthority of Singapore (MPA) to step up efforts in attracting more Singaporeansto join the maritime industry.

新加坡海事人力资源大会每两年举行一次,本届大会由担任总理公署部长和新加坡职工总会(英文简称NTUC)秘书长的陈振声先生致开幕词。部长在致辞中指出,新加坡海事局(英文简称MPA)加强努力采取了一系列的积极措施以鼓励更多新加坡人加入到海事行业。


Some of the initiatives include increasingpublicity and outreach efforts to show the diverse job opportunities available,upgrading opportunities through workplace learning and training and retentionof quality seafarers.

这些措施包括加大宣传和推广力度,向公众展示更多的就业机会,同时通过提供在职培训创造陆地就业机会,从而留住高质量的船员。


Minister Chan highlighted that maritime manpowersituation is one of the biggest challenge Singapore faces in recent time.

陈部长强调海事人力资源的短缺是目前新加坡面临的最大挑战之一。

 

“We face an even greater challenge in the maritimeindustry. Jobs are aplenty, it is difficult to attract the young especially ifthe young continues to see the maritime industry with old lenses".

他指出工作岗位很充足,但是很难吸引年轻人,尤其是现在的年轻人总是以过时的眼光来看待如今的航运业,这是我们面临的最棘手的问题


Minister Chan said that to do more, thelocal authorities and shipping communities have to do it through the tripartiteway and namely;

部长说本地政府部门和航运企业应该采取三方合作机制,开展更多的行动;


First, by mapping out the job scope and jobcareer progression of the maritime industry in a better way to attract the newgeneration of young people.

首先,为了吸引年轻的一代加入海事行业,应制定更好的岗位职责计划和职业发展规划。


“We need to go into the schools earlybecause the numbers that we need are not so phenomenal that we need to dobroad-based marketing. Instead we need to be highly focused on how we go abouttalking to the students, inspiring them to join us with the kind of challengesthat they are able to confront and overcome,” said Minister Chan. 

部长说其实我们所需要的人数还未惊人到需要做更广泛的市场推广,我们需要做的是提早的进入学校宣传海事行业,尤其应高度集中在应如何向我们的学生介绍这个行业,怎么样吸引他们加入我们,从而共同面对和克服他们将面临的挑战


The next important milestone is to work onretaining people in the industry.  Towards this end, the Maritime Port Authorityhas agreed to work with the Singapore Maritime Officers’ Union to assist in subsidizingcostly training fees and facilitate seafarers in renewing their STCW licenses.

下一个重要的目标是留住我们行业里的人才。为此新加坡海事局(英文简称MPA)将会和新加坡高级海员工会(英文简称SMOU)协力合作,为花费较大的培训费用和海员STCW证书更新提供补助。


Thirdly, the big challenge is about livingand working longer.  The Minister urgedthe industry to look at programmes to extend the work life of experiencedseafarers and retention of quality seafarers for their shore positions (in theshipping offices or with the MPA departments).

第三,如何延长职业生涯是一个很大的挑战。部长督促海运业开展更多的项目,让拥有丰富航海经验的船员能够延长职业生涯和提供岸基工作留住高质量船员,例如加入航运公司办公室或者海事局的工作岗位。


Although Singhai’s operations are primarilyfocused in the Chinese seafaring market, the management has absorbed manyinteresting facets of this significant speech and drew many parallels to theChinese seafaring situation.

森海的业务主要集中在中国船员市场,与会的森海高层们认真聆听会议上的议题和重要讲话,将中国船员现状作来很多比较分析,获益匪浅。


With the declining numbers of new entrantsand the shorter sea service span of our seafarers, we have to explore on how werecruit our young Chinese seafarers to join in this promising maritimeindustry.  We, too, have to ensure thateducation and training remains our main objective to produce quality seafarersfor our clients.  Last but not least, andto remain steadfast in this competitive industry, we must ensure thatcustomers’ satisfaction remains our driving force to move forward.

随着新加入船员队伍的数量逐渐下降以及我们的船员不断缩短航海生涯,我们必须探讨如何招募更多年轻的中国船员加入这个具有广阔前景的海运业。我们应确保培训和教育质量,致力于为客户提供优质船员。此外,在这个竞争激烈的行业中,让客户始终对我们满意是我们前进的动力。


This biennial event brings together manyshipping people which have interesting views and opinions to drive theinternational maritime hub.  SinghaiMarine Services is proud to be the long standing supporter in sponsoring thisinternational maritime conference held in Singapore.
